Flip versus rotate
A flip is a reflection and a rotation is a turn. They are not interchangeable: rotating a photo 180 degrees keeps text readable but upside down, while flipping it vertically produces a mirror image where text reads backwards. If you are trying to correct an upside-down scan, rotation is what you want.
When mirroring is a good idea
Front-facing cameras usually preview a mirrored image and then save the unmirrored one, which is why selfies can look subtly wrong. Flipping horizontally restores the version you saw on screen. Designers also mirror stock photography so that a subject's gaze points into a layout instead of off the edge.
When it is not
Never mirror an image containing text, logos, road signs, number plates or handedness cues you want taken literally. Mirrored branding is one of the most common and most noticeable design errors.

What is the difference between flipping and rotating?
